Remove IBC and capability modules

Refactor: Remove IBC transfer dependencies and related functionality from the MAYA chain module. This includes the removal of IBC transfer and capability keepers, parameters, and associated tests to streamline the codebase and improve maintainability. This is a mirror of several thorchain pull requests:

• thorchain/thornode!3593 (merged) (removes upgrade, capability, and ibc)
• thorchain/thornode!3681 (merged) (restores x/upgrade)

Since Thor re-added x/upgrade, this pull request only removes IBC, and keeps x/upgrade.
