Added shortcuts for plugins
This adds shortcuts for plugins. The plugin menu is exposed in the shortcut settings. When action plugins are enabled/disabled the changes are directly visible in the shortcut settings.
Additionally the order of the menu entries in the shortcut editor is adapted to the menu structure.
