Resolve "Ensemble should warn when supercell is too small compared to calculator"

I put a function in the cluster expansion and call it from the cluster expansion observer. I basically check whether the cell length is longer than the longest cutoff (I think some people have argued that it should be a factor 2 times the longest cutoff, is that true and if so why?).
