WIP: Resolve "Add functionality to build FCS directly from shengBTE data format"

The functionality is implemented and demonstrated in the associated unittest

Reading a sheng-file will automatically fold into the supercell. The other way around, you have to be a bit careful since it can be hard to determine (especially from phonopy) whether the force constant is part of a mirror image or not.
