Make NEP training tutorial runnable in CI

  • added hiphive to Docker image
  • add model/nepmodel_full to Docker image
  • push updated image to registry

Changes prepared locally but held back to avoid breaking the CI.

Related to !170 (merged). This MR should include the upgrade of the Docker image to GPUMD v3.9.5.
