WIP: Prometheansacrifice@unit tests health check

Adding unit tests in proto_alpha/lib_protocol. Unless absolutely necessary, in the first few iteractions, only tests will be added without any refactoring. Once tests are accepts, I'll start making internal factoring in the units.
