Added doxygen files

Added doxygen files from mana/mana and mana/manaserv as .html files, ready to be linked to directly.

This required a rewrite of .gitlab-ci.yml, and I'm not certain how to enable or disable the publish job based on tags, so that may need some more work.

It also took multiple commits, as this is my first time working with a few of these tools.
