Fixes Savannah bug #53575.

* m4/man-arg-cache-owner.m4: Set and substitute cache_top_owner.
* init/systemd/man-db.conf.in: Substitute cache_top_owner rather than
man_owner.
* init/systemd/Makefile.am (man-db.conf): Likewise.
* NEWS: Document this.
