exclude scaleway S3 object storage

I noticed that in main list s3.nl-ams.scw.cloud is blocked together with:

• webmail29112022webapps1094803core03849mic-account0380web.s3.nl-ams.scw.cloud
• docu-sign28112022webapps0389302core03020docu02803sign029039-21.s3.nl-ams.scw.cloud

And while last two are probably connected to phishing, blocking whole s3.nl-ams.scw.cloud seems a bit too much, as there're many websites who use Scaleway's S3 storage for assets.

This MR adds 3 sites (1 for every availability zone and datacenter in scaleway S3 offering) to exclude list.
