Draft: Prelimnary attempt at providing a User management interface.

This is making an attempt at building an interface to Manage all users. Right now it provides two views, one to list all users and second to present a page to view a User's details. It currently provides any operations, just a view only mode. Next steps would be to add required/important information to these pages and then provide some controls.
