Adding note that may help new installations diagnose failing cron jobs.

It took me a while to figure out why mailman's cron jobs were failing silently (well, "succeeding" silently, but not sending notifications). I'm suggesting this patch to the docs to help those coming after me.

I might also suggest that silently creating a new empty mailman.cfg may be a valid issue to raise.
