Packaging fgen fortran library

Description

Provides a general cleanup of the build processes for the fortran library to bring it inline with the configuration used by test-drive.

The CMake project now correctly installs mod files for other projects to use in a compiler-specific folder. A cmake module is also added to help fetch and build fgen - this can be copied to other consuming projects to pull in fgen.
