fix: Include signals.h in f2py wrapper

Description

Includes signals.h header file for the custom f2py wrapper.

I don't have a root cause as to why this broke only the linux build (magicc!11 (merged)).

A hotfix branch for v0.3.1 also exists and I'd be tempted to publish that as v0.3.2 if we don't have line of sight on updating magicc to v0.6.1+. I've got a semi-working branch for v0.6.1, but it requires some changes to still requires some fiddling and hacks.
