add first working virtual midi send action

machinaeX philip requested to merge add_virtual-midi-simple_plugin into main

adding a first simple midi plugin that creates a virtual midi device to send midi messages to other software (e.g. Ableton Live etc.). Mainly for cases in which triggering of sound cues is done by midi and not via the ableton plugin.
