locations: Why is the old QR format from before May 2021 used?

Why does the luca locations app use the old format of QR codes that was replaced on May 26th 2021 by the new format, which has compatibility with the CoronaWarnApp?

Replace that with the compatible format (see #32 (closed)), so guests can also check in using the CoronaWarnApp.
