Add a dist.bat file for Windows users to build the add-on

Jonathing requested to merge Jonathing/bing-to-whatever:feature/dist-windows into master

Name entails. I thought I'd translate the dist.sh file over to Windows so that it's easier for losers like myself who are stuck on Windows :( to build the project.
