Update boot_options.rst to explain how to make nomodeset persist across boots

I was debugging a linux mint installation today. Mint was not launching correctly until I set the "nomodeset" option. I couldn't figure out how to make it persist across boots. I googled and found an askubuntu post that explained it. I wanted to add a link in the documentation so that the next person could find it.
