Let \numericTimeSignature and \defaultTimeSignature act on Timing context

Lukas-Fabian Moser requested to merge lfmoser/lilypond:snapshot/numerictimesignature into master

Previously, \numericTimeSignature acted on staff level, leading to mixed styles for the same time signature change in different staves. It's more natural to expect that time signature style should by identical in all staves controlled by the same timing.

(musicxml regression test 24e is a nice example.)
