Make break-visibility a normal boolean property

Make break-visibility a boolean property

Before, break-visibility was a vector of the form #(before-break
unbroken after-break), and this predates the on-demand evaluation of
properties through callbacks.

Making the property a boolean is more in line with "modern" lilypond,
and it lets the decisions be cached.
