\circle improvements

• Improve docstrings of \circle, \ellipse, and \oval

• changes.tely: Add a table of contents for the PDF version

  Also fix a typo.

• Improve \circle markup command

  It now listens to a bbox property to derive its diameter from the argument's bounding box.

  Also extend corresponding regression test.
