`makelsr.pl` improvements

• makelsr.pl: Use unless to make option handling more readable

• makelsr.ly: New option --textdump-only

• makelsr.pl: Minor improvements

  • Only check for the existence of the Documentation/... subdirectories if necessary.
  • Check top source directory before calling chdir.
  • Exit early if not creating snippet files.
