Print tuplet bracket on note head side

This commit implements an option for printing tuplet brackets over note heads. It can be combined with the default style and with #'if-no-beam.

Putting as draft since I still would like a second opinion on leaving this behavior out of #'if-no-beam. See #3691 (comment 1106672948)

In spite of what Gould says, I actually prefer the current default. It should at least be available as an option.
