chore: Update LIGO to protocol Quebec

Motivation and Context

The Tezos protocol (through the client node Octez) is upgrading to Quebec.

Description

Added and removed some build dependencies. Replaced occurrences of ParisB in various files. Applied some changes of constants to our tests. Change of representation of tickets too.
