[#2101] Find all references project-wise
Motivation and Context
Implement "find references" (and "rename") to search for references in all files from the project root.

Changelog
"Find All References"/"Go to References" and "Rename" will now look for all references from the project root (closest directory with ligo.json
looking from the current path and parents). Previously, those references would only be found in files that had been previously opened.
