Protocol: update to support v19.0-ligo (Oxford 2)

Motivation and Context

A new version of octez is available (v19.0) which updates to protocol Oxford 2.

Description

This MR updates LIGO to support that version. The corresponding branch updating Tezos is available in ligolang/tezos-ligo as v19.0-ligo.
