[#1962] Fix broken links to library files
Motivation and Context
Problem
At this moment document links resolution is buggy: it takes the
file path from the directive and resolves it against the current directory.
Obviously, it doesn't handle paths to the library files (e.g. @ligo/bla-bla
).
We need to handle this.
Solution
Use some functionalities from Preprocessor.ModRes
to resolve
library paths.

Fixed a bug with broken document links to library files. Now if you ctrl+click
them it'll show you the correct file.
