[#1962] Fix broken links to library files

Leonid Vasilev requested to merge dk318/#1962-fix-links-for-library-files into dev

Motivation and Context

At this moment document links resolution is buggy: it takes the file path from the directive and resolves it against the current directory. Obviously, it doesn't handle paths to the library files (e.g. @ligo/bla-bla). We need to handle this.

Use some functionalities from Preprocessor.ModRes to resolve library paths.
