Package management: fixes wrong error message when package is not found
Motivation and Context
When a package is not found on the registry, the CLI incorretly says unable to access registry.

This MR fixes the error message for the case when a package cannot be found.

Changelog
When a package cannot be found on the registry, error message now says "Package cannot be found", instead of the earlier "Unable to access registry..."
