Replace _esy directory with _ligo directory in package management alpha

Motivation and Context

We're incrementally moving to an in-house package management solution and will soon not esy. Therefore, we must remove esy's footprints from the projects

Description

This MR renames _esy folder meant to house the installation.json file to _ligo

Changelog

Replace _esy/ligo/installation.json to _ligo/ligo/installation.json

Checklist:
