Remove PascaLIGO (except parser) from compiler and tools

Motivation and Context

We spend some time to support Pascaligo in multiple places (e.g. in LSP its range formatting or completions) even despite its deprecated

Remove everything related to Pascaligo except parser and previous passes

  • compiler
  • website
  • webide
  • vscode-plugin
  • debugger

Remove the --deprecated flag that allowed users to work with PascaLIGO contracts. To compile a PascaLIGO contract you can use LIGO 0.73.0 with the --deprecated flag or an older LIGO version.
