Testing framework: add a primitive for wall clock time

Motivation and Context

It could be handy to check current (system) time in the testing framework.

Description

This MR adds a new primitive for retrieving the wallclock on Test.Next.

Changelog

The module/namespace Test comes with a new sub-module/namespace called Clock, containing a function for discovering current wall-clock time: val now : unit -> timestamp.
