Mutation: complete `E_application` decompilation case for multisig

Motivation and Context

It was reported that multisig mutation tests were failing.

Description

This MR solves the issue by completing some decompilation cases that were missing. Also the routine for selecting the input syntax on mutation had to be fixed.
