Publish a minified version of JSOO builds along with dev version

Motivation and Context

We are only publishing full, unminified, JSOO builds of ligo compiler. It's desirable to publish minified version as well. Closes #1815 (closed)

Description

This MR additionally builds js_main.bc.js in Dune's release mode and place it in the NPM package.

Changelog

ligo.js npm package now contains minified builds and uses them by default. For development, unminified builds are present as js_main.dev.bc.js

Checklist:

• Tests for the changes have been added (for bug fixes / feature).
