[Chore] Fix document links on Linux

Sorokin-Anton requested to merge Sorokin-Anton/fix-document-link-prefix into dev

Motivation and Context

On Linux, we're creating document links with target starting fith file://// since we're adding prefix file:/// to a path that starts with /. Such links are ignored by VSCode, and correct links should look like file:///home/....

Use file:// as prefix for Linux
