unification: don't emit sub blocks in test clauses

Rémi requested to merge fix-clause-block into dev

Motivation and Context

Unification can (in jsligo case) emit sub blocks when there is in fact no sub blocks, that's because of the statement/instruction disparity between jsligo and pascaligo
