Ligo emacs mode: fixes & packaging for addition to MELPA

At Arthur's suggestion, I'm going to add ligo-mode to MELPA (for which I am the maintainer) for easy installation in Emacs. Some minor changes and improvements were necessary first, though, hence this merge request.
