Relaxing Requirements on Mandatory Annotations

Following !1905 (merged), we need to investigate what static analyses on mandatory annotations need to be relaxed.

• Relax analysis on annotations (prior to type checking) (@alistair.obrien, !1961 (merged))
• Update tests removing unnecessary annotations
• Update documentation removing unnecessary annotations
