Make RBL insights ok rated, but still generating notifications

The approach is not really clean, but it seems to work :-)

It adds a new field to insights/core.InisghtProperties indicating that it must be notified, regardless of its rating. The field is not part of the json serialized form stored in the database, as it's only runtime metadata.
