Control Center mockup specs

Once wireframes have been signed off (#538 (closed)), we will continue fleshing out the high-fidelity design specs via Figma, including CSS specs for frontend development to implement.

@elioqoshi will lead design as well as @rudolfi and @suelaP review rounds.
