cmake: win and F sep

• reorganizes the exported targets a bit so C and Fortran are separated even if both built
• LibxcConfig modernized. less searching and more components

I figured I'd propose this for the hotfix, and you can let me know how you want it modified and chopped for master/hotfix. Near complete.
