Remaple all functionals to introduce zeta thresholds

This is a continuation from !356 (merged), where the new zeta thresholds have been introduced in the Maple source.

I've checked all functionals with all atoms in the Hartree-Fock suite, and the total energies all agree.

I'll continue by regenerating all funcs up to fourth derivatives.
