Standardize all mixed functionals
The auxiliary function routines introduced in !525 (merged) allow quantum chemistry codes to handle the functional mixing downstream and compute e.g. exchange-correlation energy decompositions.
Passing the mixing to downstream codes requires that all mixed functionals are defined in terms of standard functionals, i.e. that non-default parameters aren't hardcoded in the implementations.
