ci: refresh with latest 'lcitool manifest'

This converts the CI over to use the merged jobs, removing the prebuilt vs local job duplication.

This change will invalidate the libvirt CI integration tests, due to job name changes, so merging it needs to be synchronized with the libvirt.git CI update
