ci: Update Fedora and Debian versions and regenerate

Update: Debian-10 -> Debian-11 Fedora-37 -> Fedora-38 Fedora-38 -> Fedora-39

Also the artifacts from the Fedora 39 job are needed for the integration test suite in the main libvirt project.
