ci: Refresh

Couple of things:

1. Fedora is updated from 37/38 to 38/39.
2. Alpine is updated from 317/318 to 318/319
3. Debian is updated from 11 to 12
4. local/prebuilt madness is removed (following example given by libvirt-python).

BTW: the failure we are seeing with fedora-rawhide is a demonstration of the following bug in PHP:

https://github.com/php/php-src/issues/13215

Once rawhide picks up the fix we should be all green again.
