Docs overhaul aka splitting the lcitool/README.rst into individual documents by topics

This series is a basis for adopting web-hosted documentation automatically generated e.g. by Sphinx. It also allows for the individual RST documents to be linked in other project's documentation, like libvirt (see the request here)
