config: requestTTY implementation and configuration support with values no/yes/auto/force

RequestTTY is currently mapped to SOC_NA, it is silently discarded when parsed from ~/.ssh/config. This patch will promote it to a first class option, so that applications can control whether a pseudo-terminal is requested for the session, matching OpenSSH's behavior with values no, yes, auto, and force.
