ci: Set job-level timeout for long-running jobs

As discussed in !824 (closed), add a job-specific timeout of 2h to long-running jobs. Note that I have reduced the project-specific timeout of my fork to 1h again to verify that the job-specific timeout takes precedence.

Checklist
