Add SSH_OPTIONS_xxx_AUTH checks in auth functions

Fix #212

Add SSH_OPTIONS_{PASSWORD,PUBKEY,KBDINT,GSSAPI}_AUTH checks to public auth functions. The new gates do not modify supported_methods and the existing publickey_auto behavior is preserved.
