crypto: Fix ChaCha20-Poly1305 and CI for LibreSSL

Fixes build failures with LibreSSL:

  • Use CRYPTO_poly1305_* API when building with LibreSSL
  • Avoid unused taglen warnings treated as errors
  • Fix pointer type passed to CRYPTO_poly1305_update
  • Added CI for future Maintaince of Libressl
