Draft: Add support for ftruncate() on Windows

I needed ftruncate() for one of the unit tests of the sftp file transfer API, but encountered pipeline failures due to it not being present on Windows (https://gitlab.com/eshankelkar/libssh-mirror-eshan/-/jobs/10751844429)

The problem can be solved by directly using _chsize_s() instead of ftruncate() in the unit tests when Windows gets used. However, I thought it would be good if we have support for ftruncate() for Windows too in libssh, in case its needed in the future by some libssh source file.
